Low water pressure.
Fairly obvious, if you have low water pressure in your home then your shower will be no different. If you notice low pressure in places other than your shower, it is a good indication that you have low water pressure. If you have low water pressure, call a plumber for the best advice.
Hard water deposits.
If the water pressure in your home is fine but your shower is the only problem it might be due to hard water deposits. Hard water deposits clog up your showerhead causing low pressure. This can be resolved by replacing the showerhead or cleaning it. Unscrew the shower head and turn on the valve and divert it to the shower head to flush out any debris. If you notice that there is good pressure with the shower head off then you know the problem is caused by the shower head.
